RM of Oakview, July 20: The personnel committee meeting on July 12 recommended that council advertise for a full-time assistant CAO  and a part-time water treatment plant operator/relief town foreman.

Midwest Planning District has submitted an inspection report for a dwelling to be moved into Rapid City; council approved the relocation onto Lots 1 and 2, Block 7, Plan A. Pricing from local dealers for fuel purchases are being obtained. Wayne Moffat’s request for access into Ward 3 property for development of a new residence was approved; council will construct a 30-foot approach into the south 80 acres of the southwest quarter of 29-15-22W and will install an appropriate culvert, if required. Raven Trucking Ltd. and Les Moffat Inc. were each paid for gravel hauling. Midwest Planning District is working on updating the development plan for Oakview. Celtic Power & Machining was paid $3,455.36. TIC Sales & Service was paid $23,391 for the new Schulte mower. 

RM of Oakview, Aug. 8: Dandelion spraying by Midwest Weed District in Oakview’s hamlets and in cemeteries was discussed; spraying of cemeteries will be contracted out. The Waste Management Site committee reported on work done at the Ward 3 site; cleaning of the burn areas should be done this fall. Clean up work continues at Rapid City landfill. Metals have been removed from both sites. Disposal of shingles will be investigated. A conditional use order was granted to CPS/Randy Usick to expand the existing fertilizer storage facility on the northwest quarter of 22-15-19 WPM; a variation order was granted to change the minimum separation distance of 2,640 feet from a settlement centre (Basswood) to a bulk fertilizer storage facility, to 1,960 feet. Council granted permission to widen or construct a number of approaches, all at landowner expense, with council to supply culverts to: Darcy Heapy into NW 18-13-22W off Road 75N; Ron Citulsky into SW 19-13-20W; Maple Leaf Foods from NW 33-14-22W onto Road 130W; John Davis from NE 34-14-19W onto Road 110W. The garbage contractor in Cardale has indicated he would like to end his contract; CAO Diane Kuculym will obtain further information. Council supports Rapid City Library’s accessibility grant application to upgrade the door and install automatic opening hardware. Water use records for Ward 3 wells are to be completed and returned to Manitoba Sustainable Development.

Finances: Council agreed to buy a used 2015 Case 521-F wheel loader, with warranty (until Oct. 31, 2017) with  bucket and pallet forks for $112,500. The 911 service fee for 2018 is $4.21 per resident. Accounts of $345,763.26 and unpaid invoices of $100,337.86 were passed for payment. Gill Farms Ltd. was paid $70,700.18 for digging out stones on PR 355 and for gravel hauling.
