Riverdale Municipality, May 3: Wetlands Centre of Excellence has asked for assistance in joining the two large pools to create a more sustainable wetland; the matter will be discussed with public works to see if our equipment is able to provide this service. Council will partner with Rivers Train Station Restoration Committee to develop a labyrinth and RV Park at NW 23-12 21W, west of Willow Drive.
Finances: One hundred and ten feet of privacy fence will be bought for the east side of Rivers Skate Park at a cost of $2,460. A 2014 RAM Quad Cab 1500 4x4 was bought for the rural public works department; the cost of $36,160 was transferred from the Equipment Reserve as per the 2016 Financial Plan. Fencing at the landfill was compromised and approximately seven quarter-sections of land were littered with debris due to high winds; a call was made to various organizations seeking immediate assistance with cleanup; Teen Challenge sent 12 volunteers on April 26and eight on April 27; Teen Challenge was given at $600 donation and special thanks for their assistance.
Riverdale Municipality, May 17: Communication was received from Stantec regarding Rivers Provincial Park Lagoon Proposal. Council rejected the proposal for any effluent, treated or otherwise, to be discharged into Lake Wahtopanah; council encourages Rivers Provincial Campground to partner with Riverdale Municipality in the Riverdale Municipality Lagoon Expansion. Council and CAO Kat Bridgeman were authorized to attend an AMM Western District meeting in Wawanesa on June 22 with related expenses being paid. The environment condition is favourable for the spread of wildfire; Riverdale banned all open, outdoor burning; use of approved fire pits, barbecues and outdoor burning appliances may continue. A bylaw to enter into a lease agreement with Toromont CAT for the purchase of a backhoe passed second reading.
Finances: Accounts of $392,522.67 and utility of $22,652.46 were passed for payment. The MPI fire claim for $1,278 was transferred to the Fire Reserve. Rivers-Daly Fire Department’s 1988 Econoline Rescue has been out of service for many years; they sold it; council transferred the proceeds of $1,000 to the Fire Reserve.
RM of Oakview, May 31: Improving the ditches in Ward 1 and gravel maps for 2016 were discussed. Councillor Gavin Reynolds reported on the outstanding insurance claim for Rapid City rink; options that should be looked at are still being investigated. Grant funding and community input regarding the recreational facility in Rapid City were discussed. Conditional Use Application by Ian and Clare Branson for a non-farm dwelling (site, by subdivision) for a contracting establishment with the Agricultural General Zone was approved for the northeast quarter of 33-14-21. A request for water/sewer extension in Rapid City was forwarded to Manitoba Water Services Board for an estimate. Council and CAO Diane Kucuym were authorized. to attend an AMM Mid-West District meeting in Inglis on Friday, June 10. A request for proposals to pave the south end of Miller Street in Oak River was reviewed with council. A porta-potty was bought for Rapid City landfill. Oak River Colony has asked to install a culvert through Road 127W for agricultural purposes and not to run water; council approved the same on condition that the colony pay for all expenses for purchase of the culvert and installation by a municipal contractor. A grant was received to repair the cairn on PR 355. O. P. Knox Enterprises will install a new steel door with deadbolt lock and repair the existing frame on the back door of the Oakview office in Rapid City. A policy for placing meters/valves into new homes and cost for same is to be reviewed. Board of Revision was set for Oct. 25 at 8 p.m. Rapid City Museum board members Len deSchutter, Margo Ekberg and Duncan Martin attended to update council on their intent with the old school building in Rapid City and ask for council support. Their proposed plan includes a day care in the basement, museum on the main floor and two suites on the top floor. Concerns the committee has with obtaining quotes and a suggestion of how council could help them access grant monies were discussed.
Finances: Acting on advice from the real estate agent, council reduced the price on one of the seven lots in Oak River subdivision by $10,000 (selling price to be$17,000) to the first purchaser who agrees to buy and build there within two years. Council donated $250 to Rapid City Rodeo Association for the annual High School Rodeo on May 28 and 29. Council donated $200 to Minnedosa Personal Care Home for their patio project. Eye Level Landscaping will complete scrub-cutting as determined by the Roads and Drainage Committee and public works supervisor, up to $25,000. Farmland Beaver Damage Control Program for Oakview has not received approval to date; council authorized staff to obtain kill permits and pay $50 for problem beavers trapped/killed in certain locations. Council will buy a used truck up to $52,500 for Oak River Fire Department to replace the 1977 rescue van. Council donated $200 to Rapid City Nursery School’s annual pancake breakfast on June 25, Rapid City’s fair. Accounts of $85,633.51 and unpaid invoices of $21,734.01 were passed for payment.
Riverdale Municipality, June 7: Ed MacKay discussed his proposal for the Oak River Diversion on Road 129W; the application to Manitoba Water Stewardship will be completed as soon as possible. RM of Elton has agreed to extend their waterline to Teen Challenge and has requested Riverdale consider approving financial support to cover a possible shortfall; Riverdale has maintained a strict policy to not fund individual waterlines with taxpayer dollars; a second proposal was available to Teen Challenge on a line currently within Riverdale; council denied Elton’s request. The fire ban was lifted.
Finances: Council covered the Rivers Handi-Van 2015 losses of $10,851. The $3,690.10 cost of a six-foot chain link fence on the east side of Riverdale Community Centre to enclose and protect the condenser was approved. Council accepted the offer by Harry Horsburg to purchase Lot 20 Block 2 Plan 145 for $1,700. A citizenship award worth $200 will be presented to a Rivers Collegiate graduate.
