Riverdale Municipality, Jan. 5: A bylaw to authorize incentives for urban land recycling (infill housing) within the previous boundaries of the Town of Rivers passed first reading. Authorization for a line of credit of $1.5 million (Riverdale taxes are $3.46 million) was given on condition that the amount borrowed (and interest) will be paid in the current fiscal year.

Finances: Provisional estimates of operating requirements were set as: general government, $205,000; protective services, $150,000; transportation, $200,000; environmental services, $50,000; public health and welfare, $20,000; environmental development, $10,000; economic development, $10,000; recreation/culture, $165,000; fiscal, 50,000; (capital requirements borne by reserves, $100,000); water supply, $75,000; sewage collection/disposal, $30,000; contributions to capital, $40,000; (Utility borne by reserves, $100,000).

Rapid City Cemetery fee schedule was adopted with non-residents/ratepayers paying more for lots, and interment fees ranging for casket/cremation and summer/winter. Gravel pits in the municipality and ones that should be registered for 2015 were discussed.
A new desk will be bought for the office in Oak River. Tenders will be received for the rental of pasture land west of Rapid City landfill; see ad in this paper for more information. Expense accounts submitted by Oakview council members for work done by the Transitional Committee in 2014 were paid.
CAO Diane Kuculym and assistant were authorized to attend an afternoon seminar in Brandon regarding the financial plan template for amalgamating municipalities; mileage will be paid. Rapid City Regional Library presented a draft budget for 2015 which requested an increase in funding; Oakview accepted the proposed increase.
Finances: Council will pay citizen representatives $40 per meeting plus mileage. A contest will be held for the drawing of an Oakview logo; the winner will receive $100; deadline is Feb. 23. Membership with Agricultural Hall of Fame was renewed for $500. Manitoba Crime Stoppers was paid 10 cents per capita. Federation of Canadian Municipalities membership fee of $346.37 was paid.
Rolling River Festival of the Arts was granted $100. South Central Mutual Aid District fees of $200 each were paid for Rapid City and Oak River fire departments. Three membership fees of $55.15 each were paid for Tom English, Brent Haggarty and Jim Kuculym in Manitoba Water and Wastewater Association. The next meeting is Jan. 27 at 7:30 p.m.
